At least one street light in Exeter's Hanover Road is still on all day.
Cllr Westlake said: "I have been told by the county council that there have been great problems with some of the equipment in this new system they are bringing in.
"They have told me that it will be fixed soon, but there has been a number of problems across Exeter, including Exwick and Cowick, where whole streets have had their lights on all day.
"I am very concerned about the cost of this and whether or not the county council is pressing ahead with the introduction of the part-night lighting which was due to start at the end of November in Newtown and Polsloe."
