Many roads in the Dawlish area and Dawlish Town Centre are currently flooding with the worse still expected as high tide is due at 3:50am.
The main road into Dawlish and through Starcross is flooded in several places and Dawlish town centre is closed to traffic.
Reports are coming in that Old Coast Road from Cockwood to Dawlish Warren is flooded in places to about 6" deep.
The A396 is also impassable north of Exeter because of flooding at Stokecanon.
A landslide in the area has also caused disruption to trains between Exeter and Newton Abbot.
National Rail Enquiries wrote on their website:
"A landslip is causing disruption near Dawlish."
"Because of this, there are delays of up to 60 minutes between Newton Abbot and Exeter St Davids. These delays will continue until further notice."
