Pink Dalek plans Exeter invasion

WITH Doctor Who about the relaunch for a new season on the BBC, it seems timely that one of his greatest foes is to invade Exeter - albeit in a fetching shade of pink. Shane Rhodes created the pink Dalek, called Candi, for a breast cancer charity and will be showing her off at PHONICON 2013, a science fiction and fantasy event at the Exeter Phoenix on Sunday, April 7. Lee Rawlings, the organiser of the event, said: "I am so pleased we have Shane and his Dalek on board for this exciting event, the kids will love it and I know many adults will find this creation brilliant fun. It is a fully working model , it can talk, move and flash it's lights. I can't wait to see people's faces!" Phonicon will feature a number of actors, writers, directors, authors, producers and film makers from the world of science fiction and fantasy. Doctor Who assistant Polly, played by Anneke Wills and who appeared alongside alongside William Hartnell and then Patrick Troughton, as well as the official Dalek operators for the current series Nicholas Pegg and Barnaby Edwards will be on stage talking about their experiences. Philip Reeve, author of Mortal Engines will be attending as will local comic artist Shaky Kane and more special guests. Exeter man who stalked woman and "offered condom as gift" is given sexual offences prevention order

A 38-year-old man who spent almost eight months harassing a woman including giving her a condom as a gift has been made the subject of a sexual offences prevention order (SOPO). The order was granted by Exeter Magistrates concerning Michael Frew, 38, of Melbourne Street, Exeter, following an application by Devon & Cornwall Police. He was recently given a suspended prison sentence for pursuing a course of conduct between March 31 and November 24 which amounted to the harassment of a person in that he regularly waited at her place of work, engaged in unwanted conversation, made approaches of a sexual nature and provided unwanted gifts including a condom. He had pleaded guilty and was committed to prison for 16 weeks suspended for 18 months. The offence was deemed to be serious as it was planned and committed on bail, involved stalking a victim, and previous offences were recorded against him regarding other women. A restraining order was also made which prevents Frew from contacting the victim by any means, following her to her place of work or home address or being within 100 metres of her. The application made by police stated that he had acted in such a way to give reasonable cause to believe it is necessary for a SOPO to be made. It means that he must not have any unsupervised contact with any female under 16 except when it is inadvertent and not reasonably avoidable in the course of lawful daily life; with the consent of the child's parent or guardian of Social Services who have knowledge of his convictions; and he must not engage in any contact which harasses, pesters, intimidates or annoys any female. The order lasts for five years.

Crews rescue baby locked in vehicle in Exeter Car Park

Fire crews helped rescue an 18 month old baby that was locked inside a car at 12:54pm today. Fire Control received a call to assist with the rescue in the Car Park of the Guildhall Shopping Centre. One appliance from Exeter Danes Castle attended the incident and crews released the child from the locked vehicle using small tools.

Exeter City boss Paul Tisdale says new loan signing Anton Rodgers has already shown enough promise in his brief spell at St James's Park to make him want to sign the midfielder permanently.
Former Chelsea youngster Rodgers - son of Liverpool manager Brendan - has signed for City on a youth loan deal until the end of the season from Brighton, where he made one substitute appearance.
And Tisdale thinks Rodgers is certainly one to watch for the future.
"I'd like to think that we could tempt him here one day should we wish," said Tisdale.
"I'm always looking a year, two years in advance and I'm always looking to build a team.
"I think any manager who has the opportunity will not only work towards the next Saturday, but also towards the next team and building a new team.
"I've known of him and he had the opportunity to look at another club and we've signed him on loan.
"He may play (against Rotherham on Saturday), you never know, now that he's one of our players until the end of the season. If things were to change and we got more injuries then he would be available to play for us.
"In the meantime it's a change of career path for him and an opportunity to show what he can do here at Exeter."

Devon will make history as the first stage of The Tour of Britain to host a summit finish when Britain's premier cycle race returns to the county in September to celebrate its 10th anniversary. The organisers of The Tour and Devon County Council have this evening announced that Devon will host Stage Six from Sidmouth to Haytor in Dartmoor National Park on Friday 20 September. It will be the first time a stage has finished with a SKODA King of the Mountains climb in the modern era of the race. It will be the seventh consecutive year that The Tour will have visited Devon. In that time it has brought in more than £21 million to the local economy and showcased the county to a worldwide audience. Last year alone generated more than £7.3 million in Devon in a record breaking year. This year's Devon Stage will start on the Jurassic Coast UNESCO World Heritage Site in Sidmouth and will cover around 85 miles (137 km) of the county before finishing with a testing climb at Haytor in Dartmoor National Park. The route will also see 96 of the world's top cyclists race through Honiton, Willand, Tiverton, Stoke Canon, Exeter, Starcross, Chudleigh, Moretonhampstead, and Bovey Tracey before the challenging climax in Dartmoor National Park. Councillor Stuart Hughes, Devon County Council Cabinet Member for Highways and Transportation, said: "2012 was an incredible year for cycling and the best ever Tour of Britain played a key part in that. The crowds that turned out across Devon were truly amazing and we take great pride in comparisons with The Tour de France. The growing number of spectators and worldwide TV audience makes The Tour of Britain the perfect platform to showcase Devon as a premier destination for cycling tourism, and we are seeing more and more people cycling in our county. "With The Tour marking 10 years of its modern era, what better way to celebrate than with a stage that not only breaks new ground with a gruelling mountain-top finish at Haytor, but also illustrates everything our county has to offer; from our internationally renowned Jurassic Coast World Heritage Site at the stage start in Sidmouth, to our beautiful market towns and the historic city of Exeter, before reaching the rugged beauty of Dartmoor National Park. "We will be hoping to attract record crowds again this year and hopefully when people see what our county has to offer, whether they're watching on TV or from the roadside, it will encourage them to visit in future." Last year's record Tour saw more than 220,000 spectators line the route from Barnstaple to Dartmouth. They roared on Devon rider Jonathan Tiernan Locke who was wearing the IG Gold Jersey in the county on his way to becoming the first Briton to win the race overall. The crowds were also treated to seeing Britain's Mark Cavendish racing in the rainbow stripes as the then reigning world champion, although the stage was won by Euskaltel Euskadi's Pablo Urtasun. The Tour last raced through Sidmouth in 2010 and Haytor featured as a SKODA King of the Mountains climb in 2011 when Jonathan Tiernan Locke dominated the climbs and went on to win the SKODA King of the Mountains jersey. Among the world class teams which have been revealed to be competing in the 2013 Tour are Sky Professional Cycling Team, Omega Pharma - Quick-Step, Garmin - Sharp, Vaconsoleil DCM, Cannondale and Orica GreenEDGE. Full details on the final line-up of teams for The Tour of Britain will be announced in the Summer. Hugh Roberts, Chief Executive of The Tour organisers SweetSpot Group, said: "The 2013 Tour is a special occasion marking 10 years of the race, and it is fitting that we will see the drama of a mountain top finish for the first time. Devon always provides a picturesque setting for exciting and tough racing. We always receive tremendous support from the crowds in Devon and have seen spectator numbers growing on the climbs on Dartmoor over the past few years, so this stage will provide a unique atmosphere." At the national launch of the 2013 Tour in Covent Garden it was revealed that the race would start in Peebles in Scotland on Sunday 15 September and finish in London on Sunday 22 September.

As the rain continues there are currently 19 flood warning issued for South West Rivers including: River Lemon from Bickington to Newton Abbot. Affecting Riverside locations and roads between Bickington and Newton Abbot, including Bickington, Chipley Bridge, Morley Bridge, Chercombe Bridge, Ogwell Mill and the A383. River Dart from Buckfastleigh to Totnes, including Staverton. Affecting Staverton, and riverside locations and roads between Buckfastleigh and Totnes. River Clyst from Broadclyst to Clyst St. Mary. Affecting Riverside locations and roads between Broadclyst and Clyst St. Mary, including Broadclyst, Ashclyst, Clyston Mill, Sowton Barton, Newcourt Barton, the A3052 at Clyst Honiton, and the B3181 at Broadclyst. River Axe (Lower) from Axminster to Axmouth. Heavy volumes of water are flowing into the River Exe around Exeter Quay. The strong winds and heavy rain overnight created a fast flowing river and put the businesses and homes around the Quay on flood alert. By mid-morning, water levels at the Quay were high but there was no immediate danger of flooding. The Mill on the Exe pub had flood defences in place as the water level rose close to the pub's beer garden on the water's edge. The stormy conditions led to choppy waters and very fast flows at Miller's Crossing, as this video shot by Echo news editor Rob Sims shows. He said: "I've seen the Quay much worse after heavy rain, and the flood defences are doing their job. At Miller's Crossing it was very rough and there is a lot of water flowing into the river. "Quite a few people braved the rain to take a look – the water was quite spectacular. One man watching said he has seen a large tree getting washed away by the river. "The levels are high by the Mill on the Exe but it looks well defended."

UPDATE: Police are looking into whether former East Devon councillor Graham Brown acted illegally

Police are looking into whether any wrong doing was committed by a former East Devon district councillor secretly caught on camera boasting that he could secure planning permission.

Two weeks ago the news broke that Graham Brown, the former East Devon District Council councillor for Feniton and Buckerell, who owns planning consultancy firm Greygreen Planning, was secretly filmed by undercover reporters boasting, "If I can't get planning permission, no one can."
Despite the potential for a conflict of interest, it is not illegal for councillors to work as private planning consultants, however Mr Brown was suspended from the Conservative Party and subsequently resigned his seat as a result of his comments.
Mr Brown also resigned as chairman of the East Devon Business Forum, which was set up to provide a bridge of communication between the business community and the council. Mr Brown strongly denies any wrongdoing.
The council previously confirmed it referred the matter or Mr Brown's comments to the police,under the Bribery Act 2010 and the council's own policy on Fraud, Theft and Anti-Corruption, who advised that the issue should first be considered by Action Fraud.
The country's national fraud reporting centre investigates potential fraud cases on behalf of the police, who make an assessment and pass a report back to police if necessary.
Now, a police spokesperson has confirmed that it is looking into the matter. No formal investigation has been launched however.

Not only did they mark Red Nose Day but this week they enjoyed themed activities for St Patrick's Day. Ali Brocksom said: "All dressed in green, orange and white and we had a special St Patrick's Day lunch and Irish dancing at assembly."

Exeter Chiefs boss Rob Baxter has made two changes to his side to face Leicester on Saturday (5pm). Having won 27-16 against Harlequins in their last game three weeks ago, Baxter has recalled fit-again forwards Hoani Tui and Dean Mumm. Tui takes over from Alex Brown, who penned a new two-year deal this week, and Mumm replaces skipper Tom Hayes. Neither Brown or Hayes feature on the bench. There are three more changes on the bench, including a first senior call-up for England under-20s fly-half Henry Slade. The 20-year-old has started three LV= Cup matches but takes over from Worcester-bound Ignacio Mieres following the conclusion of the Six Nations. Hooker Chris Whitehead, who has not played since the 30-23 win against Wasps on December 1 because of a neck injury, and prop Brett Sturgess are also named on the bench. Sturgess, who has just recovered from a broken arm, takes over from Ben Moon, while Neil Clark makes way for Whitehead's return. And former Leicester player Whitehead knows this is the time of the season when the Chiefs have to push on if they want to climb into the top six. "As a relatively young club in the Premiership, we look at the Leicesters and the Saracens and this is the time those top teams really kick on," he said. "We talk about being an ambitious club and the ambitious clubs are really starting to put the knuckle down now and try to get a top-four or top-six finish. "We've learned an awful lot. I think it was this time last year that we played Northampton and that let us down a little bit because the game got away from us and that was a team really kicking on and desperate for a top-four finish. A large cow was sedated before being rescued by firefighters after becoming trapped in a slurry pit at Merton, near Okehampton. A specialist rescue team was drafted in and initially used a gas detection monitor to check for harmful gases that can be found incidents involving slurry, however none were detected. Once the cow had been sedated by a local vet the specialist rescue team used specialist rescue equipment and farm machinary to rescue the cow to a place of safety.

Rotherham United manager Steve Evans says his players will have to put in their very best performance on Saturday to beat Exeter City as the Millers look to move above the Grecians in the League Two table. The match at the New York Stadium is currently in doubt with heavy snow falling in South Yorkshire today – wintery showers which are expected to continue into Saturday. However, if the match does get given the go ahead, Evans is expecting a tough examination from City. "It will be extremely tough," said the former Crawley Town boss. "We won by the odd goal down there, but Paul Tisdale is a good manager and he has got good players and the strength of his squad has been shown again this week. "I have seen Paul's words that he is targeting five wins from seven to get into the automatic promotion places and he will have set himself the objective of coming to the New York Stadium and winning. And they are capable of coming here and putting on a good performance and winning, but if we play our very best I think we will win the game. But we have to be out our very best and if we are half a yard out, they'll beat us. It is as simple as that." Evans' team won by 1-0 at St James's Park earlier this season, a game that was also threatened with postponement leading up to the match because of heavy rain. However recalling that day, Evans praised the work of the Exeter City groundstaff and supporters in getting the game on. "When I arrived at the ground I thought it would be off," he said. "But give the greatest of praise to the Exeter groundstaff and the people behind the scenes, the supporters included, who absolutely worked their socks off to get that game on. I know afterwards they probably wish they hadn't because we had gone there and won but you have to give praise where it is due and even before the game I said to Paul Tisdale 'look at these guys, they have worked so hard. Exmouth man charged with possessing and making more than 18,000 child porn images

A 43-year-old man from Exmouth has been charged with possessing and making thousands of images of child pornography. Lidio Morrineau, 43, of Maer Vale, Exmouth, faces 25 charges related to making indecent photographs, possessing extreme pornographic images which feature bestiality, and possessing prohibited images of children. Pornographic images of children are criminally graded from one to five with five being the worst. In total, Morrineau is assucsed of making more than 14,000 images at level 1, 167 at level 2, 255 at level 3, 321 at level 4 and 106 at level 5. He is also charged with possessing more than 3,000 pornographic images of children. The offences are alleged to have occurred between 2010 and 2011. He has been remanded on unconditional bail and will appear at Exeter Magistrates Court on May 10 when the case will be committed to Exeter Crown Court.

Rain turns to snow as new weather warning issued for South West

A yellow warning of snow has been issued for the South West, starting at midnight tonight. The snow will reach the South West as the amber warning of rain finishes for the region. The warning is issued until midnight on Firday. An area of rain and sleet moving from the south later on Thursday and during Friday will turn increasingly to snow as it does so. Some heavy and persistent snowfall is likely to develop across many areas, with 5-10 cm of snow in some parts, and locally more than 15 cm over high ground. Taking into account the strong winds, some atrocious conditions with drifting and blizzards are expected for many upland areas in particular. The public should be aware of the potential for significant disruption, particularly to transport and to power supplies. This is a further update of the warning first issued on Tuesday, nudging the southern boundary south to include a little more of Wales, the Cotswold and north Chiltern areas. Amber warnings are also being issued to reflect the increased risk of disruption in parts of Northern Ireland, the Midlands, North Wales and northern England on Friday. A chief forecaster for the Exeter based Met office said: "An active frontal system will push northwards during Thursday, increasingly coming into contact with the block of unusually cold air in place across central and northern Britain, the North Sea and Scandinavia. The front will then become slow-moving during Friday, potentially affecting a broad swathe of central Britain for some 24 to 36 hours. "During this period, a combination of strong winds and persistent snow looks like leading to some particularly wintry weather - especially for so late in the season. There remain some uncertainties at this stage in exactly where the worst of the snow will be, and in some low-lying areas the rain-snow balance is not yet clear-cut, which means that further refinements to the warning area are likely. UPDATE: East Devon Business Forum members agree not to disband

Members of the East Devon Business Forum have decided not to disband the group.
Roy Stuart, vice chairman of the forum called for members to decide at its meeting, held on Wednesday, March 20, whether to disband the group or continue with an amended constitution after the chief executive of East Devon District Council, Mark Williams ruled that the Local Authority would no longer provide financial or officer support to the group.
The forum was set up to "improve communication" between businesses and the district council, to meet and agree, "so far as possible", a common approach. It received around £5,200 of financial support a year, by means of officer support, from the council.
Mr Williams made the ruling after the furore surrounding its former chairman, former councillor Graham Brown.
Mr Brown, who owns a planning consultancy business, resigned as ward member for Feniton and Buckerell and as the chairman of the forum after he was secretly filmed boasting, that in his role as a planning consultant, he could secure planning permission for a fee.
However he maintains that he did not believe there was a conflict of interest between his professional work and his role as a councillor.
Mr Stuart said that businesses had agreed at the special meeting to discuss the issue, that they wished to continue with the Forum. However he said that the consitution would have to be amended in light of the withdrawal of officer support.
He also said that it was "probable" that it would be written into the constitution that the new chairman, who has not yet been selected, should not be a serving councillor.

A man arrested after police raided a house and found drugs worth thousands of pound and £36,000 in cash has been denied bail.

Richard Armitage, of Chantry Meadow, Exeter, was remanded in custody after an application for his bail was heard at Exeter Magistrates Court.

Mr Armitage, 31, is charged with two counts of importing a Class B drug with intent to evade a prohibition/restriction.

He was also charged with acquiring, using or possessing criminal property and charged with possessing a Class B drug.

The court heard how police officers raided a property in Exeter earlier this month and found drugs and cash.

The next hearing is scheduled for March 28.

£86,000 Porsche turns into a ford in Sidmouth, gets stuck

A Porsche made a miraculous transformation into a Ford in Sidmouth today after becoming stuck behind flood gates. The driver of the £86,000 super-car was forced to abandon the vehicle, believed to be a Porsche Panamera, after he was caught off guard by a flood barrier. Fire crews were called to reports of the driver stuck in River Sid floodwater at 5:42am this morning. It is thought the car crossed the ford from the other end but then became stuck at the other side after the town's flood barrier was closed due to flood warnings. Crews used a ladder to rescue the owner. A representative from Devon and Somerset Fire service said: "Two fire appliances from Sidmouth were mobilised to reports of a person stuck in their car in floodwater on Mill Street, Sidmouth.
 Upon arrival crews confirmed one person stuck in car in floodwater.  Crews set to work in dry suits to rescue the person from floodwater uninjured." The driver is one of many to have been hit by the floods in Devon today. Click here to read more.

Alexander Carey, 21, of Custance House, Honiton, failed without reasonable excuse to comply with the community requirement of a suspended sentence order imposed on August 28 by failing to take proper care of a personal identification device in that it was removed from his leg on February 24. A was sentenced to 21 weeks in prison suspended for a year in respect of offence of assault, sending a grossly offensive message, taking a vehicle without the owner's consent, driving while disqualified, driving while drunk, driving without insurance, and unlawfully taking a vehicle and causing damage to it. The suspended sentence is to be implemented as a sentence of six weeks.
