This was the scene at Exeter Quay at 10.30am this morning as the swollen River Exe engulfed the pavements usually full with pedestrians.
Businesses had sandbags in place as the water spilled over and threatened major flooding.

Exeter City Council has been calling for funds to be made available for a new flood defence scheme for Exeter.
The calls were raised again last week after heavy rain caused water levels at the Quay to rise considerably.
On Friday afternoon the city council sent a cleaning team out to clear up the area before the latest wave of flood water descended.
