Highways officers recommend Rosebarn Lane parking to remain as it is

HIGHWAYS officers are recommending that parking arrangements on Rosebarn Lane, Beech Avenue and Pennsylvania Road remain as they are now. In January last year additional parking restrictions were placed on Rosebarn Lane after it had experienced an increase in parking following the introduction of residents' only parking in nearby streets. Parking levels and speeds on the road were to be monitored over a six month period and the recommendations resulting from that survey are being presented to the highways committee this week. The parking survey was carried out on 17 days between April and October last year. In Rosebarn Lane the average number of cars parked on the days checked was 14, out of a total number of 80 spaces available. Highways officers say that this is not considered excessive. Vehicle speeds were monitored on Rosebarn Lane between October 11 and 19 last year. An average of 1,512 vehicles travel westbound each day with a peak in the evening around 5pm when there were 191 vehicles an hour, roughly three a minute. Travelling eastbound there was an average of 1,654 each day with the peak in the morning around 8am. The survey found that 85 per cent of the traffic east and west were averaging about 33 to 34 miles an hour or below and officers considered this to be acceptable. Their reports also states that any further removal or reduction of parking in the road would be likely to increase speeds which would then require intervention either by physical measures or police enforcement.
