Mark Shellem, who set the page up, knew both Shaun Brotherston and Bradley Price since they were nine-year-olds at school together.
Shaun and Bradley died earlier this week in Amsterdam after it is believed they snorted white heroin - believing it to be cocaine.
They had travelled over from their Plymouth home to celebrate Bradley's 21st birthday.
"I was very close to Brad at different times in school and since school have a lot of fond memories," Mark said.
"The money is going towards repatriation of the bodies as the parents have said the fees aren't covered."
It is understood the men's bodies are due to be flown back on Monday, ahead of Bradley's 21st birthday on Tuesday.
"I was hoping to ease the pressure for the family by presenting the money to them both on the Sunday," Mark said. "There are also other means of fundraising happening alongside this. The website has already taken off but needs the extra push to keep the momentum going.
"It has had quite a significant impact on many people within the city and a lot of people are coming together for them."
Foreign Office guidance states that the cost of repatriating a body is usually covered by travel insurance, but if not the family of the deceased may have to cover the cost themselves.
