An incident involving four vehicles is causing a 13 mile long traffic jam on the A380 in Kennford at the A38 junction.
Five cars were in a shunt causing damage to all four vehicles.
Traffic is currently queuing to Ashburton while the cars are removed from the road.
An ambulance was called but no serious injuries have been reported.
There have also been minor accidents in the queues of traffic.
