Developer lifts lid on plans

PROPERTY developer Devonshire Homes has submitted an outline planning application for the redevelopment of Cummings Nursery in Cullompton.

The application is for a residential development of up to 120 homes comprising one, two, three and four bedroom properties which includes a provision for affordable housing.

The proposed scheme also provides improved pedestrian access with a new crossing on Honiton Road and features seven new parking spaces for residents in the neighbouring River Drive.

Devonshire Homes previously held a series of community consultation events in 2010 but did not submit the application because the council felt there was already sufficient land for housing development.

Steve Russell, land and planning director for Devonshire Homes said: "In 2007 Mid Devon council outlined that roughly 2,000 new homes should be built in Cullompton by 2026 to sustain the community and attract new residents.

However the numbers of new homes that have since been built are substantially less than the target. Our proposal reflects this pressing need while addressing the community's request for a balanced mix of housing options."

The latest plan does not include the earlier proposal for a retail unit and has been replaced with an increase in residential affordable housing designed to meet the urgent need for local homes.

Paul Land, managing director, Devonshire Homes said: "The other important factor is that the redevelopment of Cummings Nursery is an opportunity to make the best use of previously developed land without having to turn to green field sites.

"The existing site is beyond economic repair and without the redevelopment there is little prospect of anything happening to the site. It will continue to stand empty and become more derelict, making this previously developed site well suited to accommodate new homes."

The responsibility of removing the existing greenhouses would fall to the developer as well as other costly remedial works to prepare the land for development.

Commenting on the previous community concerns over flooding and access, Mr Russell said: "Following detailed negotiations with the County Highways department, their results concluded that as the works to the motorway junction are scheduled to commence this financial year, there are no longer any highway constraints in the area of the development.

"The flood risk assessment stated the development would not increase the risk of flooding to existing properties and importantly, would actually improve the run-off as a result of the overall reduction in the size of the site which will actually be built upon in comparison to the existing greenhouse structures."

While there are no design details proposed at this point, Devonshire Homes has acknowledged its intention to ensure the scheme reflects the character of the wider area, and says these will be shared at the next stage of the planning process.
