Two lanes are blocked and there is queueing traffic, near Exe Bridges on A377 Alphington Street inbound in Exeter between the Okehampton Street junction and the A3015 Frog Street junction, because of a collision involving two vehicles and people slowing to look.
Fire appliances from Danes Castle and Middlemoor attended.
One man has been taken to hospital with neck injuries.
The collision involved a silver Renault Megane and Red Peugeot 107.
